Sheila joined the IFs team in October of 2007. She worked on developing an understanding of the role of infrastructure on development globally. The work with infrastructure was specifically orientated towards a fourth volume in the Patterns of Potential Human Progress series, to be published by the IFs team in the coming years. The first three volumes addressed Development, Education, and Health.
